Guidance for Self-Certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) Concerning Transfer of Verification Function to Small Business Administration (SBA)
Dear Veteran-Owned Businesses and Stakeholders,
The attached guidance is part of a continuing effort to inform the Veteran business community of changes taking place concerning the transfer of the verification function. This is for SDVOSBs currently self-certified as such in the Federal government’s System for Award Management (SAM).
As explained in the attachment, self-certified SDVOSBs generally should not seek verification with VA. After the January 1, 2023, transfer date, and before January 1, 2024, a self-certified SDVOSB should submit its application to SBA. This will enable the firm to take advantage of the grace period provided in the transfer law.
An exception applies if a currently self-certified SDVOSB is expecting to seek SDVOSB set-aside or sole source contracts from VA. Verification is still required for such opportunities. If a firm is currently self-certified and anticipates it will begin competing for such contracts, it must submit an application in the VA system prior to the October 24, 2022, deadline. Please see the attached guidance for further details.
Start-up firms and new entrants into the field of government contracting will need to consider what makes most sense according to their business plans, and apply this guidance to their particular situation. If they intend to do business with VA as SDVOSBs, they need to initiate their application for verification; if they intend to do business with other agencies, they should consider self-certifying in SAM until the January 1, 2023, transfer date.

VA Center for Verification and Evaluation Transfer – August 2022 Update

Please read the following message from the U.S. Small Business Administration
Dear Veteran-Owned Businesses and Stakeholders,
We are pleased to share with you updates related to the upcoming transfer of the Department of Veterans Affairs (VA) Center for Verification and Evaluation (CVE) to the U.S. Small Business Administration (SBA), effective January 1, 2023.
In July, we released a proposed rule around the Veteran-Owned Small Business and Service-Disabled Veteran-Owned Small Business certification program. Public comments were due on August 5. Thank you to the veteran community for submitting your comments and feedback. We are reviewing your responses and updating the proposed rule for interagency clearance. The final rule will be in place by December 1, 2022.
In addition, we are excited to announce that we selected a tech vendor to build the VOSB and SDVOSB certification platform at SBA. We are working hard to onboard and collaborate with the vendor to stand up this platform before the transfer date.
We look forward to providing you with a public update on the CVE transfer on Thursday, September 8, 2022, from 9 a.m. to 12:30 p.m. ET. You can join the meeting via Microsoft Teams (https://bit.ly/SeptACVBA2022) or by phone (202-764-1264; conference ID: 947-720-437#).
In the meantime, please continue to direct any questions to our mailbox – cvetransfer@sba.gov.
